The August CPI: On Target, No Surprise

The Bureau of Labor Statistics released the August 2026 Consumer Price Index (CPI) on September 11. Headline inflation came in at 3.4% year-over-year — exactly matching the consensus forecast and unchanged from July. On a monthly basis, CPI rose 0.4%. Core CPI, which strips out food and energy, rose 2.45% year-over-year and at a 1.97% annualized rate over the past three months. The in-line print provided no new signal for Fed policy but confirmed that disinflation has stalled well above the Fed's 2% target.

The August PCE: A Genuine Downside Surprise

The more consequential data landed on September 30, when the Bureau of Economic Analysis (BEA) released August 2026 Personal Consumption Expenditures (PCE) data — simultaneously incorporating its 2026 annual update of the National Economic Accounts, which revised PCE inflation data back to 2021 using improved methodology. The result was a significant positive surprise:

  • Headline PCE: 3.4% year-over-year — below market expectations of 3.7% and unchanged from a downwardly revised July reading
  • Core PCE (the Fed's preferred gauge, excluding food and energy): 3.0% year-over-year — beating forecasts of 3.3% and matching June's revised reading
  • Monthly PCE: +0.3% month-over-month

Fed Governor Christopher Waller had pre-signaled the revision in a September 3 speech in Washington, stating it was expected to lower 12-month core PCE "by a few tenths of a percentage point" — calling it "a welcome measurement correction." The revision affected how the BEA measures fees paid to stock-market traders and related financial professionals, among other methodology changes.

The Fed's Position

Fed Chair Kevin Warsh, who presided over the September 15–16 FOMC meeting, kept the benchmark federal funds rate unchanged at 3.50%–3.75% — where it has sat since early 2026. The Fed had raised its year-end 2026 PCE forecast to 3.6% at the June FOMC, up from 2.7% in March, reflecting persistent war-driven commodity inflation from the Middle East conflict. Both Warsh and New York Fed President John Williams have signaled support for holding rates at current levels.

What This Means

The September 30 PCE release was the clearest piece of good news for inflation-watchers in months — core PCE printing at 3.0% against a 3.3% forecast is a meaningful beat, partially driven by the BEA's methodology revision but real nonetheless. For traders and importers, the message is that the Fed is on hold and rates are staying at 3.50%–3.75% through at least year-end. The strong floor under short-term interest rates keeps borrowing costs elevated for trade finance, inventory financing, and working capital. The October 14 CPI and October 29 PCE releases are the next decisive data points — if inflation ticks higher, Warsh's hawkish framing leaves the door open for a hike, which would add further pressure to import-financing costs heading into 2027.
